Poor quality of roads and bridges, lack of access or reliability of public transit bus and rail service, or spatial inaccessibility as a function of housing can all affect opportunities for people in underserved communities.
Establish cross-sector partnerships that identify and address gaps in service or accessibility, such as the existence of transit stations near business centers or the number of bus stops in communities with higher concentrations of individuals below the NPPS.
